Frank Mancini, MNLP, MTD, MHt, proudly served in the United States Navy between 1984 and 1988 as Aviation Stock Controller aboard the USS America CV-66 aircraft carrier, photo laboratory assistant at the National Naval Medical Center in Bethesda, and as Aviation Stock Controller at NAS Jacksonville Aircraft Intermediate Mainenance Detachment (AIMD).

Frank was honorably discharged from the US Navy in 1993 due to service-connected related injuries. As a young Veteran entrepreneur, Frank focused on the Information Technology sector, serving as Managing Director of Intelligence Research Group (IRG), a web development and research consultation company located in Los Angeles, California. Serving several Fortune-100 companies, IRG managed web development projects, on-line marketing strategies, and achieved numerous industry awards.

Frank founded IRG Plotters & Printers, Inc. in 2004, leveraging his 15-year accumulated knowledge in IT and business management. IRG Plotters & Printers, Inc. is an IT services and procurement company, specializing in 2D and 3D printing solutions including large-format printers, 3D printing systems, digitizing equipment and authoring software. The company emphasizes comprehensive, highly specialized maintenance, repair service, procurement and document management solutions for a variety of large format plotters, multifunction printers, and scanning devices.

In 2006, in recognition of the economic power of multicultural business,, the nation’s leading multicultural internet site, named IRG Plotters & Printers, Inc. one of the “Top 100 Disabled Veteran owned businesses in the United States.”

In 2011, in recognition of Small Business Awards Week, the Small Business Administration Los Angeles District office and the Los Angeles Chamber of Commerce, named Frank as the “Veteran Small Business Champion of the Year” for his leadership as the president for the Elite SDVOB Network Los Angeles Chapter.

In 2012, Frank founded IRG Medical, Inc. a Service-Disabled Veteran-Owned Small Business that empowers the medical and patient communities alike with proven and effective medical devices, treatment, and solutions. IRG Medical, Inc. focuses on the new economy of accelerating returns in medicine and offers the patients’ community a unique opportunity to experience innovative, proven, and results-focused care.

Frank has directly impacted government policy to maximize the availability, applicability, and usability of small business programs for Veterans, with focus on Service-Connected Disabled Veteran Owned Small Businesses. Frank was the president of the Los Angeles Chapter for the Elite SDVOB Network from 2007-2011; he was appointed to serve on the U.S. Small Business Administration’s Advisory Committee on Veterans Business Affairs (ACVBA) in Washington D.C. from 2007 to 2010; he was a member of the DVBE Council at the California Department of Veterans Affairs, and Frank has been a member of the National Economic Advisory Committee for the American Legion since 2008.

A UCLA alumnus, Frank is a lifetime member of the American Legion and active member of the American Legion Small Business Taskforce. As a life-long student of Neuro-Linguistic Programming Frank hold the credentials of a Certified Master of NLP and Time Dynamics, Certified Master Life Coach, Certified Master Executive Coach and Certified Master Hypnotherapist. Frank has also extensive experience in laser pain management therapy and logged thousands of hours as a high-power Laser technician under the supervision of Dr. Michael Sheps.

As part of these entities, Frank serves and supports our nation’s Veterans.
